Turkey Work Permit Exemption: Application Guide and PDF

A Turkey work permit exemption allows an eligible foreign national to work within an approved category and period without obtaining a standard work permit. It is not a blanket waiver. New exemption applications moved to calismaizni.csgb.gov.tr on 17 September 2026.

That distinction matters before you upload a passport or ask a company to create a profile. A technician coming for a defined assignment, a person joining a Turkish employer and an investor buying an apartment may need different advice. The application screen is the last place to discover that you have chosen the wrong route.

This guide explains the exemption application workflow, using the Ministry-branded English and Turkish guide supplied for this article. It also explains what the document cannot establish about your eligibility.

The download is an unchanged copy of the supplied document, not an Easy Turkish Citizenship publication. Its revision table lists 16 September 2026 as the date of the redesigned system. The filename you originally receive from a sender may say “work permit”; the document’s actual title says work permit exemption.

Work permit or exemption: choose the route before the form

The Ministry identifies eligible exemption situations under Article 48 of the implementing regulation for International Labour Force Law No. 6735. Eligibility turns on the activity and its conditions, not simply a preference for a quicker application.

Read the Ministry’s exemption types and duration rules before starting. Social security obligations still need to be addressed. An exemption is not a reason to ignore them.

For investors, this is also a useful boundary: the Turkish citizenship by investment process is a separate application. A property reservation, title deed or pending citizenship file should not be treated as work authorisation.

Which website should you use in 2026?

Start at calismaizni.csgb.gov.tr and select the option for obtaining a work permit exemption. The Ministry’s September 2026 announcement confirms that new applications use this portal from 17 September 2026.

If your application was submitted earlier, the announcement directs you to the previous e-Muafiyet system to track it. Do not create a duplicate new application simply because an older bookmark opens a different interface.

The PDF’s screenshots belong to the redesigned workflow. Button labels can change; follow the current portal if its wording differs from the saved guide.

Register from inside or outside Turkey

The guide separates the login paths. Turkish citizens use e-Devlet. Foreign nationals can also use e-Devlet if they have an account; otherwise, the registration route depends on where they are applying from.

  • Inside Turkey: the guide asks for passport information connected to the most recent entry.
  • Outside Turkey: it describes using passport information together with the 16-digit reference number obtained from a Turkish foreign mission.
  • Returning registered users: the guide describes an email login verified by a one-time password.

Use an email address you can keep accessing. It will be needed for verification and application messages, not just the first login. A typing error here can become a practical obstacle later, even when the underlying application documents are correct.

Prepare the profile and documents before submission

The profile is more than a passport upload. The guide has separate sections for identity, contact details, passport, education and career information.

The listed passport upload formats are PDF, JPG, JPEG and PNG. The guide warns that a passport with 60 days or less remaining cannot be used to submit an application. Separately, the Ministry’s duration rules limit the exemption to a period ending at least 60 days before passport expiry. A passport that passes the initial check may therefore still be too short for the full period you want.

There is no universal document pack that fits every exemption. The profile fields establish who you are; the category evidence must explain why the proposed work qualifies.

For an application affiliated with a workplace, the guide describes entering the workplace’s Profile ID during verification. Where the work is not affiliated with a workplace, company selection is not required at that stage.

Confirm which situation applies before asking someone to create another company record. The standard form then collects details such as the occupation, gross monthly salary, reason for employment, work address, requested dates and card delivery address. It also asks about company ownership or partnership.

Those answers should describe the same arrangement as the supporting documents. For example, a stated work location that differs from the assignment paperwork deserves attention before submission, not after a revision request arrives.

Submit, then follow the application record

The guide’s sequence is practical:

  1. Verify the workplace where applicable and check the applicant profile.
  2. Complete the standard application information.
  3. Select the correct exemption type and category.
  4. Provide the requested evidence and complete submission.
  5. Return to My Applications to check the status and any requested revisions.

Selecting the wrong category can lead to a revision request. A saved profile or completed upload is not the same as a submitted, approved application. Keep the application reference and review the record itself rather than relying only on an email notification.

If a decision is negative, the guide includes an objection procedure. Read the notice and applicable deadline before choosing any option that waives an objection right. This article does not assess the merits of an individual refusal.

Fees, payment and the physical card

The supplied guide says an exemption for less than three months carries no exemption fee, while a valuable paper charge applies if a printed document is requested. Longer or different applications require checking the applicable charges. No fixed lira amount is quoted here because a saved PDF is not a reliable substitute for the current fee notification.

For a positively evaluated application, the guide describes an email setting out the payment details and warns of a 30-day payment deadline. Pay the exact requested amount through the authorised route and check that payment is reflected in the system.

The document describes the Digital Tax Office’s payment-by-reference option and payments through participating banks. It also explains that, once the relevant approval, payment and printing stages are complete, the card goes to the notified address by post. Check the address before submission; it is easy to overlook while concentrating on the legal documents.

What this means for a property buyer or relocating family
