Turkey Cancels or Withdraws 6,134 Citizenship Decisions as Property Probe Widens

Turkey’s scrutiny of investment citizenship files has moved well beyond a single developer or a handful of disputed valuations. On 21 September 2026, the Interior Ministry said citizenship decisions covering 6,134 investors and family members had been cancelled or withdrawn. Hours earlier, authorities announced a second operation in an Istanbul investigation into allegedly sham property sales, placing 30 companies under trusteeship and starting proceedings against 88 suspects.

The two announcements describe related enforcement work, but their numbers should not be merged. The 6,134 figure is a wider national total covering more than one legal ground. The Istanbul investigation concerns a defined group of property transactions and 1,070 people who, according to the authorities, acquired citizenship through irregular files.

For a legitimate investor, the message is uncomfortable but useful. Paying the advertised price is not enough. The property’s real value, the source and route of the funds, the seller’s role and every document submitted with the application must survive a later review.

What the 6,134 figure covers

The Interior Ministry figures reported by Gazete Oksijen divide the total into two groups:

This distinction matters. A file cancelled because its qualifying investment was found defective is not the same as a decision withdrawn on public-order or national-security grounds. Nor does the announcement say that all 6,134 people belong to the new Istanbul criminal investigation.

The ministry also gave a more recent subset. Since 11 February 2026, it said the citizenship decisions of 1,393 investors and family members had been cancelled after investment eligibility certificates were revoked, while seven citizenship decisions had been withdrawn.

Citizenship by investment remains a lawful route. The enforcement action is aimed at files that authorities say did not satisfy the route in substance, even if the paperwork appeared complete when submitted.

What happened in the second property operation

The second operation examined sales made to 734 foreign buyers through three named construction groups. Authorities said 274 transactions were sham transactions and that the resulting files covered 1,070 people, including family members. Another 11 applicants were still in the process.

According to the second-wave report, more than TRY 3.5 billion in transactions was involved. The authorities announced:

  • proceedings against 88 suspects and 72 detentions at the time of the first report;
  • protective measures over 2,011 properties, one hotel, 86 vehicles, two yachts and 42 bank accounts;
  • seizure and court-appointed trusteeship of 30 companies;
  • an administrative process to cancel citizenship obtained through the transactions under review.

Later reporting by DHA put the detained count at 73 and described operations across 13 provinces. Such differences are normal during a live operation. The investigation is continuing, and allegations against suspects remain allegations unless established by a final court judgment.

The alleged method is more important to investors than the arrest count. Investigators say the required foreign-currency inflow was not made in substance, sale payments were financed through intermediaries or sellers’ own funds, and properties were supported by falsely inflated appraisal reports. In other words, the defect was not a missing photocopy. It went to the economic reality of the investment.

The first operation was the warning

The September action follows the August investigation covered in our report, 1,045 Homes Seized in Turkish Citizenship Property Fraud Probe. That first operation focused on transactions linked to a different construction group. Authorities said 687 people had acquired citizenship through the files and began cancellation reviews.

At the time, it was still possible to view the case as a concentrated problem around one network. The second operation, 30 trusteeships and the Interior Ministry’s broader figures make that reading harder to defend. Retrospective scrutiny is active, and an approval does not protect a file built on a false valuation, circular payment or ineligible transaction.

This does not mean every foreign buyer should distrust the Turkish programme. It means the buyer should distrust any structure that only works if nobody looks behind the documents.

Approval is not the end of the compliance file

Property-based citizenship is built on a chain of facts. The property must meet the current value threshold, the title and seller must be eligible, the required payment must move through traceable banking channels, and the three-year restriction must be recorded correctly. Those facts should agree across the appraisal, title record, foreign-exchange document, bank receipts, sale contract and application file.

A later inspection can compare all of them. A mismatch that was not challenged during processing may become decisive years later.

Before committing funds, an investor should require written answers to five questions:

  1. Has the property or any share in it previously been used in a citizenship application?
  2. Is the seller connected to the buyer, intermediary, valuation process or payment funding?
  3. Does the independent market evidence support the appraisal value without relying on the developer’s price list?
  4. Can every transfer be traced from the investor’s own funds to the seller through the required banking and foreign-exchange records?
  5. Who will remain accountable in Turkey if the conformity certificate or citizenship file is later challenged?

The adviser matters more when the market is under review

The most dangerous arrangement is also a common one: the same sales network controls the property, appraisal story, payment instructions, lawyer introduction and citizenship promise. That removes the independent friction designed to protect the buyer.

They do create an operating history that can be checked, and they make it harder to disappear after a sale.

Our approach is to test the transaction before treating it as a citizenship file. That includes the seller, title history, valuation support, payment trail and the exact role of every company between the investor and the registered owner. If the numbers only qualify after an inflated valuation or money is expected to return through a side arrangement, the transaction should stop.

The latest operations show why buyers need an adviser with a continuing presence in Turkey, a documented approval record and a willingness to reject a property. The cheapest or fastest offer can become the most expensive one if the asset is frozen and the citizenship decision is reopened.

Anyone already invested through a company named in an investigation should preserve the complete file and obtain independent Turkish legal advice before moving money, transferring the property or contacting other parties about a coordinated response. The immediate task is evidence: title records, valuation reports, bank receipts, foreign-exchange certificates, contracts, powers of attorney and all written representations made before purchase.

The authorities’ figures may change as the criminal and administrative proceedings develop. What is already clear is that Turkish citizenship compliance is being tested after approval, not only at the application desk.
